The UN Committee for Drug Medicines places six substances under international control in accordance with the WHO recommendations

According to the recommendations of the World Health Organization (WHO), the United Nations Committee for Drug Drugs (CND) decided to place five new psychoactive substances and one drugs under international control.

Recommendations were developed by the WHO Expert Committee for the dependence on drug-ECDD, which consists of global experts analyzing the health and benefits of psychoactive substances circulating on global and warning markets to include them under international control, if the evidence was found that their use may cause damage to population health.

These substances have been pointed out that it is secretly produced, being a serious risk to public health and society without recognized therapeutic use. We are glad that the Commission (for drugs) accepted the full set of WHO recommendations and added these substances to the appropriate schedules at the 1961 or 1971 conventions. We hope that countries and communities will increase vigilance and take the necessary actions to protect sensitive groups, especially young people from these substances. “

Four substances placed in a schedule and a single narcotic drug convention (1961), changed by the 1972 protocol, are:

  • N-Pirrolidino ProtonitazenAlso called protonitazepain, it is a synthetic opioid. It was described as a beige powder or colorless or crystalline white stood and was identified in fake pharmaceutical opioid tablets. Apparently, various routes are served, including smoking, snorting and injection. This can cause significant damage, including death. There is no known therapeutic application.
  • N-Pirrolidino metronitazeneAlso called metronitazepaine, it is a synthetic opioid. It was described as a beige powder and is served by an injection. There is evidence that its use causes significant damage, including death. There is no known therapeutic application.
  • EthonitazepipyAlso referred to as n-piperidinilo eteonicen, it is a synthetic opioid. It was described as a permanent and yellowish-white crystalline or yellow powder. There is evidence that the use of this substance causes significant damage, including death. There is no known therapeutic application.
  • N-desetyle isotonitazenIN Norisotonitazen, also called a synthetic opioid, which was described as a crystalline solid. He was identified in fake pharmaceuticals. Many deaths and admission of the hospital have been reported in at least two regions. There is evidence that its use causes significant damage, including death. There is no known therapeutic application.

The substance placed in Annex II of the Convention on Psychotropic substances (1971):

  • HexahydrocannabinolAlso known as HHC, it is a semi -synthetic cannabinoid described as a colorless sticky oil or resin. Products such as cannabis flowers THC and saturated or sprayed resin with substance, e-pile and cartridges for electronic cigarettes, edible products such as rubber and foam, tinctures resembling dietary supplements and distilled oils can include HHC. There is sufficient evidence that HHC is used in a way that is a problem of public health and a social problem, justifying the location under international control.

The substance placed in the schedule of the 4th Convention on Psychotropic Substances (1971):

  • Karisoprodol Is A centrally functioning relaxing agent of skeletal muscles sold as a single edition preparation and combination products. Karisoprodol is available as a pharmaceutical product in the form of a tablet, has been detected in fake pharmaceuticals, and is also found as a white powder. There is more and more evidence that the non -medical use of carisoprodol in many countries is a significant threat to public health.

Which has been convening ECDD for over 70 years as an advisory body with a mission to protect the population against harmful substances and assurances that psychoactive substances are available if necessary for medical and scientific purposes. ECDD conducts scientific reviews at the request of the UN Committee for narcotic drugs and is the only body confirmed by the treaty that provided the Commission with health recommendations in order to inform about decisions regarding drug policy.

Along with the continuous appearance of more harmful substances, including secretly produced synthetic opioids without medical use, such as fentanyl and nitazens, Member States expressed interest in more scientific reviews of these substances by WHO in the coming period. The above -mentioned decisions were announced at 68th Regular session of the Drug Commission, which takes place in Vienna in Austria, on March 10-14, 2025.
